Against the difficulties faced by the goat farmers in the southwest , it was proposed by researchers from the Agronomic Institute of Paraná – IAPAR and technicians of the Supply Secretariat of the State of Paraná-SEAB and the Paraná Institute of Technical Assistance and Rural Extension – EMATER, the developing of a program that added value to the activity.

It was settled then, the challenge of democratizing the small producer access to animals with high genetic, which could result in the provision of quality meat. The work resulted in the creation of a center of production of goats run by the Government of Paraná in partnership with public and private entities.

B - Description of the practice

1- BACKGROUND

Goat farming in the State of Paraná is developed primarily in small farms of up to 50 ha. The vast majority of producers who has goats in their production units, breed them for subsistence and with non-specialized herds for meat production.

Difficulties such as: lack of specialized animals breeds for meat production; lack of technologies adapted to the small farmer; low income of producers; price of commercially offered genetics; and finally, the lack of a productive chain organization, the activity does not result in income and generation of animal protein for subsistence.

2- MAIN OBJECTIVE

To organize all those involved in the production chain of goats; gather them into cooperatives selling quality meats, from precocial animals.

Specific objectives:

•Production of genetically improved animals of the breed "BOER" devoted to the production of meat and with the purpose to made available to family farmers, allowing their inclusion in the market in an orderly manner and improving their social and economic condition;

•Organization of producers;

•Training in all the productive chain;

•Promotion of production and consumption;

•Adequacy of the slaughter and production transformation.

3 - ADOPTED SOLUTION

In 2006 was conceived a plan of intervention in the goat breeding production sector, which provided a great challenge: "promoting the democratization of access to animals with high genetics mainly to farmers", through the creation of a center of production of goats managed by the Government of Paraná in partnership with various public and private entities.

The preferred choice of breed was the "BOER", due to the fact that it is a breed already adapted to our conditions and essentially meat producer. This breed is originally from South Africa and from the cross breeding of indigenous goat and European animals.

The Multiplication Center of Goats was deployed in the unity of IAPAR, in the municipality of Pato Branco-PR, and was structured from the hiring of professionals with expertise in the activity. From this, there was an acquisition of animals in various States, starting with herd of 250 female (general herd) and 10 males (PO), with the adoption of all necessary procedures, in accordance with animal health protocol obeyed to the letter during the base training.

The quarantine of animals acquired was done and after final approval of the herd, the proposal of genetic multiplication and animal selection was carried out. From the second generation began the distribution of animals to producers. Also, measures were established for health, breeding and nutrition management based on research work with the objective of increasing the productivity and profitability of the herd.

The producers benefited by the program were previously chosen, and technically prepared to receive the animals, resulting in the change of technical procedures that were adopted by the producers on the conduct of the herds. Technical Assistance was developed by the technicians of EMATER, supported technically by the researchers of IAPAR, allowing important work of dissemination of new technologies.

It was established as a result, an Artificial Insemination project to accelerate the racial quality of herds, with the inseminators training and the distribution of semen to producers.

4 - OBTAINED RESULTS

Today we can affirm that the progress achieved in the light of the adoption of these new practices are visible, producing more vigorous and precocious animals. The following are the main developments within the project:

- Creation of the Center of Genetic Multiplication of Goats in IAPAR on research station located in the city of Pato Branco-PR;

- Creation of 5 cooperatives and 2 associations of breeders of sheep and goats;

- Organized production commercialization with focus on quality and respect for consumers;

- Production commercialization by opening new markets (50 new customers);

- Promotion of meat, with participation in 9 gourmet fairs;

- Generation and dissemination of new technologies with environmental sustainability;

- Improvement in productivity of herds;

- Animals early slaughtered;

- 1.131 animals given to producers in the State of Paraná, being 658 female and 473 male.

- Training of approximately 2300 breeders of goats and sheep (courses), by change of technological paradigms and the incorporation of new technologies;

- Structuring the business, with organization and operations in the supply chain;

- Creation of the program of artificial insemination in goats with the acquisition and free distribution of caprine semen to producers;

- Development of feeding habits, with approximately 55 courses in the gourmet segment;

- Themed dinners (about 35), aiming at the promotion of meat, and diversification in its preparation;

- Campaign of clarification to consumers of the real meat against clandestine meat (28 lectures);

- Preparation of brochures and leaflets (8);

- Seminars (seven), reaching an audience of over 2100 participants between producers, technicians and breeders; and

- Technical courses (six), training 350 people.

5 - RESOURCES NEEDED

 The current structure for implementing the project Center of Genetic Multiplication of Caprine consists of:

- Human resources: One mid-level technician, two doctor researchers, and 3 field workers;

- Infrastructure: an area of 2.5 hectares, with approximately 500 m² of folds, tractor, mower, fences, troughs, preserved foods (Hay), concentrated mixed in the research unit; and

- Material: 120 female, 5 male, Capril with 300 m² and supplementary feeding (1 year).

6 - TRANSFER

The herd of sheep and goats in the State of Paraná is increasing considerably in the State today, half a million sheep and 200.000 goats. Producers from all over the State, if with characteristics of family farmers, have access to animals with high genetic quality with symbolic prices, distributed by the Center for Genetic Multiplication of Goats of IAPAR, in the research station located in the city of Pato Branco-PR. One of the successful examples of technology transfer is in the Virmond, Midwest of Paraná where the Caprivir cooperative was created. And currently comprises 22 producers who, together, have 1600 female. The municipality had no tradition in sheep until recently, and today, the activity became an alternative income for the producers of the region. However, one of the obstacles to the expansion of the herd in the State is to increase the number of female.

7 - LESSONS LEARNED

The production by genetic improvement is assimilated in the State, lessons related to the mastery of techniques and the improvement of labor were learned. The rapid learning curve of the team involved in the project, made possible the establishment of a routine process of agile and practical applicability.

The biggest obstacle to the project, and therefore, to the practice of goat breeding, is undoubtedly a lack of organization able to provide scale to the production. And that although there is a herd of quality, this is still greatly reduced, being necessary the continuous search for its expansion.

The practice can be seen as positive or good because it changed the characteristic of goat herds in the region, giving to the producers access to quality genetics, before impossible for economic reasons.

Visits to the project are available, preferably in the period from August to may, from Tuesday to Thursday. Maximum 30 people
