The Legal Forests program is targeted to development actions of conservation, environmental education and forest incentives, which help the preservation and restoration of native forest remnants, improving the quality of life of the populations and increasing the forest development based on the planning of the use and occupation of the soil in rural properties

Among the results achieved by the forest restoration, a special mention to the approximately 295 hectares of forest vegetation in the States of Paraná and Santa Catarina, 875 families directly involved, workshops for approximately 1200 technicians, landowners and students, as well as the certification of forestry producers (41 owners and 72 farms) who have obtained the international FSC ® Forest Stewardship Council.

B - Description of the practice



Even dramatically devastated (today with only 7% of the territory), the rainforest or Atlantic Forest, as it is called in Brazil, ensures water and quality of life for 120 million Brazilians who depend directly on it. In addition to housing a significant portion of the biological diversity of Brazil and the world with more than 20.000 species of plants, the forests ensure the fertility of the soil, protect cliffs and slopes of hills and are home to several traditional populations.

Most of the forest remnants of this Biome in the States of Santa Catarina and Paraná lies on private property, including on small properties, most of them with less than 50 hectares. However, only about 3% of the territories of these States are protected in the form of Conservation Units, increasing the responsibility of owners as important partners in the preservation and restoration of the environment.

The development of a planning model that takes into account both the production and the production process as the conservation of ecosystems is of extreme importance to enable the sustainable use of natural resources in a region.



Develop actions of conservation, environmental education and forest encouragement to help preserve and restore the native forest remnants to improve the quality of life of the population and improve the forest development, based on the planning of properties and landscapes.

Specific goals:

- Promote the restoration of degraded conservation areas;

- Promote and disseminate the Matas Legais program in regions where Klabin operates;

- Seek partnerships that can strengthen the program;

- Perform work of rural extension with the landowners who participate in the Matas Legais program;

- Provide native tree seedlings to landowners participating in the program;

- Provide and facilitate technically the CAR System (Rural Environmental Record) to landowners who are part of the program;

- Promote environmental education.



The program started partnership with Klabin in 2008. From there, the partnership with APREMAVI, an environmental NGO very representative of the segment, has been important for the credibility that the company has in the area as a big promoter of environmental preservation and of the creation of regional ecological corridors.

The Legal Forests program is structured as follows:

a) Forestry venture: the owner prepares the soil and makes the cultural practices. Klabin offers technical assistance and makes the planning, the first combat against ants, planting and replanting, if 5% or more of the seedlings don't survive. The payment is done in the first thinning  with part of the wood collected delivered the factory patio; 

b) Support for sale of seedlings: the owner prepares the soil and makes the cultural practices. Klabin sells the seedlings, the formicide, delivers the seedlings and provides free technical assistance. The value is converted into tones and paid for with part of the production of the first thinning;

c) Seedlings donation: Intended for producers with up to 50 hectares area and who live exclusively from the property. The maximum donation is 20.000 seedlings or 30% of the property. There is no commitment to sell to Klabin Donation of native seedlings: the program brings the opportunity for Klabins partner producers to seek the adequacy of environmental liabilities, particularly regarding the permanent preservation areas. To do so, offers native seedlings for the recovery of degraded areas at no cost to the owners;

e) Technical guidance: Regarding environmental issues, rural producers have at their disposal field staff carrying out visits to properties, guiding them on how to adjust their properties with respect to the forest code, mapping the properties and defining important areas to be restored, as the APP's and Legal Reserves;

f) Environmental education: Courses, workshops and seminars are offered to students, professors, technicians and especially rural producers in order to incorporate best practices into local communities in medium term;

g) Implementation of the Small Rural Producers Forest Certification Program: A national standard for planted forests SLIMF (Small and Low Intensity Managed Forests) was developed, which helps small and medium-sized producers to obtain the certification FSC-Forest Stewardship Council ® and have greater recognition in the market.



1) Restoration of approximately 295 hectares of riparian forests in the States of Paraná and Santa Catarina;

2) Certification of forestry producers of Tibagi River (41 owners and 72 rural properties), obtaining the international stamp of the FSC-Forest Stewardship Council, which certifies a management that conserves natural resources, provides fair conditions of work and encourages good community relations;

3) Total of 875 families directly involved/benefited by the program until the year 2015;

4) Approximately 1200 people, including technicians, farmers and students, participated in the seminars of the Matas Legais program.

- APREMAVI staff (human resources): 05 technicians: 04 higher education (forest engineer, environmental management, tourism specialist, 01 medium education);

- Klabin staff (human resources): technicians in the area of Forest Development and Sustainability (forest engineer, biologist, Forest Technicians).

The replication of the practice may be adopted by other forest companies that work with forest integration with the landowners. Considering the central idea of the project as a builder of good forestry practices, it can be a rural extension design adopted by the institutions that work with technical assistance and rural extension-ATER, municipal secretariats of agriculture and professional associations such as trade unions. 



Within the universe of owners with whom the program works, it is visible that a minority presents difficulties to assimilate concepts of conservation and environmental recovery, hindering the implementation of the program. After 10 years of program, what has contributed the most to the success of the program are the positive results achieved in the field for those who joined the Matas Legais program. Hundreds of riparian areas were restored, water sources strengthened by vegetation where statements from farmers indicate even an increase of the flow of water in the properties.

The recognition of the program as a good practice is given by the possibilities of improving local landscapes and strengthen water resources, being an example to the properties of the regions where the works are deployed and even the possibility of owners to comply with the forestry legislation.

Environmental education jobs have the premise of contributing to the formation of an environmental awareness that promote actions so that the communities can use good environmental practices.
